Tax For All Cyprus: Register, Get Your TIC and File Your Tax Return
Tax For All (TFA) is the Cyprus Tax Department's taxpayer portal and the only route to a tax identification number (TIC): open a TFA account, then apply. Tax year 2025 returns go through TAXISnet, due 31 October 2026. From tax year 2026, returns move to TFA, due 31 July the following year unless extended. Complex cases need an adviser.
Last reviewed 19 October 2026 against the Tax Department's own pages. Covers tax years 2025 and 2026.
Several English guides still mix up the two portals. One sends readers to a district office for a TIC; another gives the 2025 deadline as 31 July 2026, which the Tax Department has since moved to 31 October 2026. Below is the sequence an individual follows today, with each step linked to the official page it comes from.
Tax For All and TAXISnet: which portal does what
Two portals run side by side, and which one you use depends on the task and on the tax year.
| Task | Portal |
|---|---|
| Create an account | Tax For All (or sign in with CY Login) |
| Register in the Tax Registry and get a TIC | Tax For All only |
| Income tax return, tax years 2017 to 2025 | TAXISnet only |
| Income tax return, tax year 2026 onwards | Tax For All only |
Deadlines follow the same split:
- Tax year 2025, filed in TAXISnet: 31 October 2026. For returns without accounts (Form T.D.1), the Tax Department announced on 19 October 2026 that no interest or charges apply if the return is filed and the tax paid by 30 November 2026 (announcement). Self-employed returns with accounts are not covered.
- Tax year 2026 onwards, filed in TFA: 31 July of the following year under Article 5 of the Tax Assessment and Collection Law. The Council of Ministers can extend it by decree, and for every tax year from 2019 to 2025 the final deadline fell after 31 July. The statutory date for the 2026 return is 31 July 2027.
So in autumn 2026 a first-year expat can need both portals at once: TFA to get the TIC, then TAXISnet to file the 2025 return.

Do you need to file?
The 2026 tax reform changed who has to file. The test depends on the tax year the return covers.
| Tax years up to and including 2025 | Tax year 2026 onwards | |
|---|---|---|
| Cyprus tax residents | File if gross annual income is above €19,500 | File if you have gross income within section 5(1) of the Income Tax Law, from Cyprus or abroad, at any age; and/or if you are aged 25 to 70 during the tax year, whatever your income, including none |
| Non-residents | File if gross annual income from Cyprus is above €19,500 | File if you have Cyprus income within section 5(2) of the Income Tax Law |
From 2026, a resident aged 25 to 70 files even with no income at all. The only residents exempt are those with no gross income who are under 25 or over 70.
Two more points from the official pages:
- Anyone who has to file has to be registered in the Tax Registry first, so the TIC comes before the return.
- The Council of Ministers can exempt specific categories by Order, including people with gross income up to €22,000 who meet specified criteria. The exemption applies only once an Order covers you, so check for one for your tax year before relying on it.

If you want a number before you file, estimate your Cyprus income tax with our calculator first.
Step 1: Create your Tax For All account
Registration starts at taxforall.mof.gov.cy. The portal opens in Greek; use the English link on the page, then choose to create a new account.
If you already have a CY Login, sign in with it instead of creating a separate TFA account. A TIC you already hold is linked to your account automatically.
Without CY Login, create a TFA account with your own email address. The Tax Department publishes its guides to creating a TFA account only in Greek, so allow time for that if you do not read it.

Step 2: Register in the Tax Registry and get your TIC
The Tax Department's English pages call the number a TIN, and sometimes TIC/TIN. This guide says TIC. It is the same number.
Once logged in, you pick one of two routes:
- "Register as a new taxpayer" if you have never had a Cyprus tax number.
- "Apply for access to a tax identification number (TIN)" if you already have one and only need it linked to your account.
Not sure which applies? Check before you apply. Ask your employer to look you up with the Tax Portal verification tool, or call 17700.
Identity documents, by residence category
| Your situation | What to upload |
|---|---|
| Cypriot citizen with a Cypriot ID card | ID card, both sides |
| EU citizen with a Registration Certificate | Registration Certificate, all sides |
| EU citizen who has applied for the Registration Certificate | Proof of payment for the certificate, plus a document from the last row where applicable |
| Third-country national with a Residence Permit | Residence Permit, all sides |
| Third-country national who has applied for a Residence Permit | Proof of payment for the permit, plus a document from the last row |
| None of the above | One of: third-country tax identification number certificate, third-country ID card, or third-country social insurance number certificate, all sides |
If your certificate or permit is still pending, answer "No" to the question "Do you have a Cypriot identity card or an Alien Registration Certificate (ARC)?"
What every applicant adds
- A recent photograph.
- A letter explaining why you are registering, with documents that support that reason.
Extra documents for common expat cases
- Employed in Cyprus: one of a letter from your employer setting out the terms of employment, a stamped employment contract, or a copy of the ERGANI recruitment notification with the status "Submitted". You must also declare your Social Insurance Number in the application.
- Registering as a tax resident under the 60-day rule: an identification document, a letter explaining the reason for registration, and a copy of a title deed, a stamped contract of sale or a stamped tenancy agreement.
Property sales and purchases, foreign directors and estates have their own document lists on the same official page.
When registration is complete, the Tax Department emails you the TIC. A TIC issued after March 2023 has eight digits plus one check character and starts with 6, for example 6XXXXXXXA.

Step 3: File your return in the right portal
Tax year 2025: TAXISnet
The 2025 return goes through TAXISnet, not Tax For All. The deadline is 31 October 2026.
- The form is Form T.D.1 (Greek ΤΦ1), the individual income tax return for employees. Some providers call it the "IR1"; it is the same return.
- If you have no TAXISnet account yet, the Tax Department's return page links to TAXISnet registration.
- The Department publishes a completion guide for the 2025 return in TAXISnet.
- File online. A paper T.D.1 is only submitted if the Department explicitly asks for one.
Before you start, have your TIC, your TAXISnet login and the documents behind every income line and deduction you plan to claim. After you submit, keep a copy of the return and the submission confirmation together with those documents.
Tax year 2026 onwards: Tax For All
From tax year 2026, returns are filed only in Tax For All. The first ones are due in 2027, by 31 July 2027 unless the deadline is extended.
Filing an individual return in TFA starts with the 2026 tax year, and the Tax Department has not yet published a guide to those screens that we could verify. This page does not describe them. It will be updated once the official guide is out.

Where applications stall: check these before you submit
The official page ends with this: during the examination of an application, additional information may be requested. Each request adds a round trip. The checks below stick to what the Tax Department's own page lists as required, because a missing item there is the most direct cause of such a request.
- The route matches your situation: "Register as a new taxpayer" only if you have never had a number. Confirm first through your employer or 17700.
- Registration Certificates, Residence Permits and foreign documents are uploaded on all sides.
- With a certificate or permit still pending, you attached the proof of payment plus a document from the "none of the above" row, and answered "No" to the Cypriot ID or ARC question.
- Your letter explains the reason for registering, and the attached documents support that reason.
- An ERGANI notification shows the status "Submitted", and your Social Insurance Number is in the application.
- Under the 60-day rule, the sale contract or tenancy agreement is stamped.
When to hand it over
Registration and a simple employee return are paperwork you can do yourself. These situations take judgement:
- Foreign income. From 2026 a resident's return covers gross income from Cyprus or abroad, and foreign income has to be declared on the right basis.
- Arriving mid-year. Your residence status for the year decides which rules apply, and in the first year it is the least clear.
- The 50% first-employment exemption. In one of my cases the employer refused to apply it; sending the employer the legislative basis settled it.
- Non-dom status, which turns on your circumstances rather than on anything in the portal.
- Self-employment. Form T.D.1 excludes the self-employed, and registration has its own self-employed guide. If you invoice clients, check whether VAT registration applies to you too.
I have worked on more than 500 Cyprus tax cases over 15 years, including a two-year income tax reassessment overturned on appeal.
If any of them is yours, book a consultation. The first consultation is from EUR 170. If you would rather not do it at all, we can have your tax return prepared and filed for you.

Frequently asked questions
- Is Tax For All the same as TAXISnet?
- No. Both belong to the Cyprus Tax Department, but they do different jobs. Registration in the Tax Registry, which issues your TIC, is done only through Tax For All. Individual income tax returns for tax years 2017 to 2025 are filed only in TAXISnet. From tax year 2026, returns are filed only in Tax For All, so the 2026 return, due in 2027, is the first one filed there.
- What does a Cyprus TIC look like and how do I find mine?
- A Cyprus TIC (the Tax Department also calls it a TIN) issued after March 2023 has eight digits plus one check character and starts with 6, for example 6XXXXXXXA. People registered before then keep their existing number. The Tax Department emails the number when registration completes. To find an existing one, ask your employer to check it with the Tax Portal verification tool, or call the Tax Department on 17700.
- Is there a paper form for registration?
- No. The Cyprus Tax Department accepts applications for registration in the Tax Registry only electronically, through the Tax For All portal. Older guides that send you to a district office with a paper form describe a route that no longer applies. The paper income tax return, Form T.D.1, is a separate document, and you submit it only if the Department explicitly asks you to.
- I cannot log in to Tax For All: what now?
- If you have a CY Login, you can sign in to Tax For All with it instead of a separate TFA account, and an existing tax identification number links to it automatically. If you created a TFA account and lost the password, use the password reset option on the Tax For All login page. The Cyprus Tax Department also publishes step-by-step guides for TFA on its website.
